Heemraden were established at the Cape in 1682, predating the position of landdrost. They assisted the landdrost in local governance, including the administration of justice in petty civil cases. They were not salaried and did not require formal legal training. Their roles and responsibilities evolved over time, and they eventually gained the power to levy and administer taxes. The heemraden ceased to function officially in 1827 with the implementation of the Charter of Justice. While the specific institution of heemraad no longer exists, the concept is comparable to that of an alderman in local government or a member of a village council.
